ANNUAL REPORT OF NON FOOD PRODUCTS MARKET SURVEILLANCE AND CONSUMERS' RIGHTS PROTECTION IN 2010
Market Surveillance
In 2010, the State Non-food Product Inspectorate under the Ministry of Economy (hereinafter the Inspectorate) carried out preventive checks of business entities and targeted product safety programmes. Within the limits of its competence, the Inspectorate performed 6 035 checks of non-food products in retail and wholesale trade enterprises, service and industrial companies, marketplaces, checked state fuel resources and fuel for agriculture. Violations of legal acts regulating surveillance of market in non-food products, protection of consumer rights and other requirements were established in 44 % of all completed checks.

Target Programmes
Product safety inspection programmes completed in 2010, covered checks of safety of self protective equipment, furniture, textile products, 3 programmes of safety of electricity extension cords, wheeled child conveyances, baby walkers and toys safety target programmes.
In implementing cooperation agreements with other institutions 109 joint checks were carried out. Joint checks were carried out in concert with the State Tax Inspectorate, State Labour Inspectorate, Chief Police Commissariat bodies, Customs Department, State Border protection Service.
Laboratory Tests
Laboratories tested 201 product samples, 77 % samples were recognised as non-conforming to the established requirements. Out of 460 samples of oil products selected for testing10 % samples did not conform to the established requirements.

Protection of Consumer Rights
In 2010, the Inspectorate received 1 906 complaints from consumers out of which 64 %of complaints were reasoned and consumer rights were protected. Checks according to the complaints accounted for 32 % of all checks performed by the Inspectorate.

Penalties
In 2010, 796 protocols on violations of the Code of Administrative Transgressions of Law were issued. Responsible officials were subject to 794 administrative penalties: 325 monetary fines and 469 warnings.
